In a retaliatory move, a Ukrainian attack on Russia-occupied Sevastopol left the city without electricity. Mikhail Razvozhayev, the governor of Sevastopol, urged residents to assist vulnerable neighbors and conserve phone battery for emergency communications to avoid overloading the grid. Sevastopol, located in Crimea which Russia annexed from Ukraine in 2014, is a logistically important target for Ukrainian missile and drone strikes.

Governor Razvozhayev described the strikes as 'treacherous,' aimed at depriving residents of normal living conditions and sowing panic.
