Voters in the French overseas territory of New Caledonia will head to the polls on Sunday for the archipelago's first provincial elections since 2019. The vote, initially planned for 2024, was delayed three times as talks over the territory's political future stalled. Some 192,000 voters will elect 76 provincial councillors, with 54 of them becoming members of New Caledonia's Congress, the territory's main governing institution. The elections are crucial for renewing the mandate and legitimacy of local representatives ahead of fresh negotiations with France on the territory's future status.

Political Context and Independence Debate

The main political dynamic in New Caledonia revolves around the issue of independence. Three referendums held in 2018, 2020, and 2021 returned majorities in favor of remaining part of France, though pro-independence groups boycotted the third vote during the Covid pandemic. The independence movement retains strong support, especially among the indigenous Melanesian Kanak population. Efforts to forge a new agreement halted last year when the main pro-independence group rejected a deal with the government, which would have created a Caledonian state and established a Caledonian nationality but scrapped future referendums on independence.

Electoral Roll Changes and Riots

Plans to extend voting rights to thousands of non-Indigenous long-term residents sparked deadly riots in 2024, when the vote was originally scheduled. A law approved at the end of May added around 10,575 previously excluded 'native-born' residents to the electoral roll, increasing the number of eligible voters from 169,000 in 2019 to around 192,000 for Sunday's poll. Some parties opposed these changes, viewing them as unilaterally imposed by France, but there was a desire to hold the vote to allow negotiations to move forward.

Impact of French Presidential Elections

Looming over Sunday's election is the race to replace France's centrist President Emmanuel Macron. With less than a year until the April 2027 polls, Marine Le Pen's far-right National Rally party sees next year's contest as its strongest opportunity yet to take power. Le Pen has stated that New Caledonia will remain part of France, while hard-left leader Jean-Luc Melenchon has suggested putting the question of independence to a referendum of the French people. Some hardline opponents to the Bougival Accord may consider negotiating with the current administration due to the upcoming presidential elections.
