The government has established four-tier committees at national, divisional, district, and upazila/thana levels to ensure transparency, orderliness, and accountability in the posting of newly appointed assistant teachers and the transfer of existing teachers in government primary schools. This was announced in a notification issued by the School-2 Branch of the Primary and Mass Education Ministry on June 21.
National Level Committee
At the national level, the 'National Committee for Verification and Disposal of Applications for Teacher Transfers in Government Primary Schools' has been formed. The committee is chaired by the Secretary of the Primary and Mass Education Ministry, with the Director General of the Primary Education Department as a member and the Additional Secretary (School) of the Ministry as the Member Secretary. The committee will hold monthly meetings to verify and dispose of transfer applications, submitting detailed reports to the Ministry for the Minister's approval.
Divisional Level Committee
At the divisional level, a committee has been formed with the Divisional Commissioner as the chairman. The committee includes the Divisional Deputy Director (Secondary and Higher Education), two eminent persons, and the Divisional Deputy Director (Primary Education). This committee will handle transfer applications within the same division, excluding city corporations.
District Level Committee
At the district level, a committee led by the District Administrator will be responsible for posting newly appointed assistant teachers to various government primary schools in the upazilas through a lottery system. The committee will also verify and dispose of transfer applications within the same district, with the District Primary Education Officer issuing transfer orders based on the committee's approval.
Upazila/Thana Level Committee
At the upazila/thana level, a separate committee has been formed with the Upazila Executive Officer as the chairman. The committee includes the Upazila Secondary Education Officer, two eminent persons, and the Upazila Primary Education Officer. This committee will handle transfer applications within the same upazila/thana.
The notification also states that priority must be given to posting teachers in schools where previous transfer orders were issued subject to replacement. Each committee is required to hold regular meetings and submit activity reports and detailed reports to the relevant higher authorities.
