The protesters allege that over a hundred repeat cadres have been recommended in the 45th BCS exam, leading to the same candidates being recommended for the same posts repeatedly. They criticized PSC for not taking similar corrective measures as were taken for the 44th BCS.

Other demands include reinstating the 457 withdrawn posts, adding new posts to the non-cadre category, and providing an opportunity for re-ranking. The protesters claim that the BCS notification mentioned 1,022 non-cadre posts, but only 545 were recommended, with the remaining 457 withdrawn without valid reasons.
