Filipino Beef Tapa is a beloved breakfast dish in the Philippines. The recipe requires 1 kg beef belly, 4 tbsp soy sauce, 1 tbsp brown sugar (or white sugar if unavailable), 2 tbsp white vinegar, 2 tbsp minced garlic, 1.5 tbsp black pepper powder, 2 tbsp oil, and salt to taste. Slice the meat thinly and marinate with all ingredients except oil for half an hour. Fry the marinated meat in hot oil, add 1 cup water, cover, and cook until the water evaporates.
