Von der Leyen, who also spoke with Chancellor Merz, assured him of the EU's solidarity with Germany. "The German government has taken strong measures. And the message is clear: hybrid attacks will not go without a clear response," she wrote on X. The EU is preparing additional sanctions against Russia in response to the incident.
NATO and the EU are set to discuss the matter further. Rutte and von der Leyen are scheduled to meet in Brussels on Wednesday, while EU foreign ministers will take up the matter of sanctions during talks in Ireland.
