The Bangladesh Securities and Exchange Commission (BSEC) and a World Bank Group delegation recently convened to discuss the feasibility of establishing a Mortgage Refinance Company (MRC) in Bangladesh. This initiative aims to expand housing finance and deepen the capital market. The meeting, held at the BSEC Commission Meeting Room and chaired by BSEC Chairman Masud Khan, reviewed the potential institutional structure and role of the MRC in developing Bangladesh's housing finance and capital markets.

Enhancing Housing Finance through MRC

The primary objective of the proposed MRC is to provide long-term refinancing facilities to financial institutions, thereby supporting the expansion of housing finance in Bangladesh. By offering these facilities, the MRC could help deepen the primary mortgage market and enable financial institutions to access longer-term funds for mortgage lending. This, in turn, would facilitate greater access to housing finance for individuals, potentially increasing home ownership rates and stimulating the housing sector.

The meeting also explored the potential for mobilizing capital market resources to support housing finance. An MRC could play a crucial role in channeling these resources effectively, ensuring that more Bangladeshis have the opportunity to secure mortgages and invest in property. This initiative aligns with broader goals of economic development and financial inclusion.

World Bank's Role and Future Steps

The World Bank Group is conducting a feasibility study in response to a formal request from the Financial Institutions Division (FID) of the Ministry of Finance. This study will assess the viability of establishing an MRC and outline its potential benefits and challenges. Key participants in the discussion included BSEC Commissioners Tanwir Habib Rahman, Nahid Mahtab, Md Nafeez Al Tarik, and Hossain Sadat, along with Executive Director and Spokesperson Md Abul Kalam, Executive Director Mohammad Jahangir Alam, and officials from relevant departments.

The outcome of this feasibility study will be critical in determining the next steps for the proposed MRC. If deemed viable, the establishment of an MRC could significantly transform Bangladesh's housing finance landscape, offering a robust mechanism for sustainable mortgage lending and fostering a more resilient housing market.
