Foundations affiliated with different ministries will operate under a five-cluster approach to bolster the government's Five-Year Strategic Framework for Reform and Development, emphasizing job creation and renewable energy, according to Dr. Rashed Al Mahmud Titumir, Adviser to the Prime Minister on the Ministries of Finance and Planning. Speaking to reporters after a meeting with the heads of 22 foundations at the NEC Conference Room, Titumir explained that this initiative is rooted in the 'Bangladesh First' philosophy established by the Prime Minister, emphasizing inclusive participation. The meeting marked a historic first in Bangladesh, with discussions centering on a nationwide 'One Village, One Product' initiative to generate employment, transitioning electricity consumers into producers, improving the health system, implementing a universal social security program, and enhancing monitoring mechanisms.
Titumir highlighted that the government has inherited a 'fractured economy' and is executing a Five-Year Economic Strategy divided into three phases: recovery, transition, and restructuring for prosperity. He noted that significant milestones have been achieved within the first 180 days. The first cluster focuses on employment generation through the 'One Village, One Product' drive. The second cluster aims to shift the electricity paradigm, encouraging consumers to become producers, particularly through solar power. The third cluster addresses the broken health system, with plans to increase upazila-level facility beds from 50 to 150 and train nurses and technicians for critical care units.
The fourth cluster involves rolling out a universal, full-life-cycle social security program, ensuring every person with a disability is registered as a rights-holder. Alternative financing methods, including zakat, were discussed to support this initiative. The fifth cluster focuses on monitoring, with the Implementation Monitoring and Evaluation Division (IMED) tasked with tracking progress and reporting continuously. Titumir reassured that the foundations' job creation targets align with the government's goals, with commitments from various foundations totaling more than 10 million jobs.
On the topic of solar power, Titumir emphasized the government's commitment to transitioning from fossil fuels to renewable energy. Against the target of 5 GW of solar power within five years, foundations have already committed to 2 GW. Over 300 pending net metering applications have been resolved, and 200 MW of solar power has been grid-connected within six months. Financing for the TK 2,000 crore budget allocation will be channeled through IDCOL and BIFFL, with contributions from producers, aggregators, and government lending, resulting in an interest rate of 6 to 7 percent.
Titumir outlined five key investor requirements: policy continuity through a five-year fixed tax structure, deregulation with a trace-and-track approval system, financing sources, energy security, and seamless connectivity. Bangladesh Bank has arranged TK 20,000 crore for reopening closed factories, with agreements signed with 40 banks and disbursement set to begin in September. The government targets a revenue-to-GDP ratio of 10 percent by 2030 and 15 percent by 2035, aligning with IMF estimates. This comprehensive approach signifies a significant step towards economic recovery and sustainable development for Bangladesh.
