Abu Sayed Md. Kamruzzaman joined the Bangladesh Public Procurement Authority (BPPA) as its Chief Executive Officer (CEO) on July 28, 2026, following his promotion to the rank of Secretary to the government. The government issued a notification on the same day. Prior to this role, Kamruzzaman served as the Executive Director (Additional Secretary) of the Barind Multipurpose Development Authority (BMDA).
Extensive Background in Public Administration
A member of the 18th Bangladesh Civil Service (BCS) batch, Kamruzzaman brings over two decades of distinguished experience in public administration, development planning, digital governance, project development, and management, and public procurement. His career includes significant leadership roles such as CEO of Dhaka North City Corporation (DNCC), Director General of the National Cyber Security Agency, and Additional Secretary at various ministries.
Vision for Sustainable Procurement
As he takes the helm at BPPA, Kamruzzaman envisions transforming public procurement into a strategic instrument for achieving sustainable development. He emphasizes that sustainable procurement should not only ensure economy, efficiency, transparency, and accountability but also generate long-term environmental, social, and economic value.
Kamruzzaman aims to strengthen Bangladesh's public procurement system by integrating sustainability principles, promoting green and climate-resilient procurement, encouraging innovation, supporting local industries, enhancing digital procurement, and ensuring value for money throughout the procurement lifecycle.
