The United States has decided not to extend its state of emergency over perceived threats from Beijing's national security law in Hong Kong, US officials confirmed. This development comes as Washington remains undecided on whether to restore preferential trade treatment for Hong Kong, which was stripped in 2020 under then-President Donald Trump. China's Ministry of Commerce welcomed the move, viewing it as a positive step in recent economic and trade talks between the two nations.

In 2020, President Trump declared a national emergency, citing China's actions to undermine Hong Kong's autonomy as an 'unusual and extraordinary threat' to US national security. This declaration was extended annually until now. Despite the termination of the emergency order, a US State Department spokesperson clarified that Trump's earlier executive order remains in effect, stating that Hong Kong is no longer sufficiently autonomous to justify differential treatment compared to mainland China.

A US Treasury Department spokesperson noted that 39 out of 48 individuals previously impacted by the emergency order still face sanctions under a different act. The decision to not renew the emergency is part of ongoing efforts to modernize sanctions, ensuring they are not duplicative. Hong Kong, which had enjoyed special economic status with the US, saw its preferential treatment revoked following Beijing's imposition of the security law, which criminalizes subversion and other offenses.

The security law was imposed after Hong Kong experienced massive and sometimes destructive pro-democracy protests. A Hong Kong government spokesperson expressed hope for the resumption of 'normal economic and trade exchanges' with the US following this 'positive shift' in US policy. The future of Hong Kong's trade relations with the US remains uncertain, with ongoing discussions and assessments by US officials.

Hong Kong's special economic status with the US was a result of significant autonomy maintained since its handover from Britain to China in 1997. The recent changes reflect the evolving geopolitical and economic landscape between the US, China, and Hong Kong.
