In a bid to strike a balance between protecting freedom of speech and addressing online offenses, Law, Justice and Parliamentary Affairs Minister Md Asaduzzaman clarified that the government does not intend to stifle public voices. Asaduzzaman made the remarks on August 1, 2026, while responding to questions about the proposed Cyber Law. He assured that the law would be finalized only after thorough scrutiny and review.
Balancing Free Expression and Online Offenses
The minister highlighted the importance of upholding constitutionally guaranteed freedom of expression while also addressing offenses such as character assassination and defamation, particularly those facilitated by artificial intelligence. 'We want to strike a balance between protecting freedom of speech and preventing other forms of crime,' Asaduzzaman said.
The Cyber Law is under review to ensure it does not curtail free expression, a concern frequently raised by civil society groups and human rights organizations. The government aims to finalize the law by addressing potential misuse of AI and other technologies in committing offenses online.
Upcoming Legislations on Human Rights and Disappearances
In addition to the Cyber Law, the government is also nearing the final stages of preparing the Prevention and Remedy of Enforced Disappearance Act, 2026, and the National Human Rights Commission (Amendment) Act, 2026. These bills are expected to be placed before the next Cabinet meeting and subsequently in the next session of Parliament.
The proposed acts are part of the government's broader efforts to strengthen legal frameworks concerning human rights and the prevention of enforced disappearances. Asaduzzaman mentioned that these measures are being taken after due scrutiny and at the appropriate time to ensure they are effective and just.
Referring to a recent report regarding the Indian Parliament's stance on Awami League President Sheikh Hasina's political activities, Asaduzzaman noted that India's legal system, which is similar to Bangladesh's, understands the matter. He assured that Bangladesh is taking necessary steps and will implement further legal measures as needed.
