US House Republicans have unveiled a $95 billion spending framework, marking their final significant effort to pass defense, farm aid, and voting restriction measures before the midterm elections. The plan includes $73 billion for the military and intelligence agencies, $12 billion for farmers affected by trade wars, and $10 billion for election-related grants. This move comes as Republicans attempt to balance national security, agriculture, and election security concerns with fiscal discipline.

Framework Details and Challenges

The proposed framework allocates $73 billion for military and intelligence agencies, including funding tied to the war with Iran. It also provides $12 billion in aid for farmers impacted by President Donald Trump's trade war and $10 billion for election-related grants. These grants aim to revive parts of Trump's SAVE America Act, which includes voting restrictions such as proof of citizenship for voter registration and photo identification at polling places.

Political and Fiscal Considerations

The House has already passed a different version of the SAVE Act, but it has stalled in the Senate. Some Republicans warn that it may lack sufficient support and could fail to qualify for the fast-track budget process, which allows certain tax and spending bills to pass the Senate by a simple majority. The new framework faces resistance from fiscal conservatives within the party who argue that the spending should be offset by cuts elsewhere. Representative Warren Davidson, a Republican fiscal hawk, has declared the package 'dead on arrival' without corresponding savings.
