Finance Minister Amir Khosru Mahmud Chowdhury announced the implementation of a new pay scale for government employees, effective from July 1, 2026. The announcement was made during the budget speech for the fiscal year 2026-27. The new pay scale will be implemented in phases. Government employees have been receiving the same pay scale for the past 11 years, despite rising living costs due to inflation.
The minimum basic salary under the current 8th pay scale is Tk 8,250, with a maximum of Tk 78,000. The proposed 9th pay scale recommends a minimum of Tk 20,000 and a maximum of Tk 160,000. A 10-member committee led by Cabinet Secretary Nasimul Ghani was formed on April 21 to review the recommendations of the 9th National Pay Commission. The committee suggested a three-phase implementation of the new pay scale, which will be adopted starting next fiscal year.
The 9th Pay Commission Chairman Zakir Ahmed Khan stated that implementing the proposed pay scale would require an additional Tk 160 billion. The budget for the next fiscal year includes an allocation of Tk 141,434 crore for 'Public Administration-Net', an increase of Tk 54,572 crore from the revised budget of Tk 86,862 crore for the current fiscal year. Officials from the Finance Division indicated that at least Tk 44,000 crore of this increase will be used for the partial implementation of the new pay scale for government employees, MPO-covered teachers, and pensioners.
