United Nations Secretary-General Antonio Guterres arrived in Cyprus on Monday with the goal of restarting negotiations for the reunification of the divided island. The visit follows a landslide election win for pro-unification candidate Tufan Erhurman in Turkish-speaking northern Cyprus in October. This marks the first trip by a UN chief since 2010.
Mission for Peace
Guterres's envoy, Maria Angela Holguin, stated that the UN chief's mission is to facilitate and encourage Cypriots and their leaders to engage in peace negotiations. "The mission of the secretary-general is to facilitate, encourage the people and the leaders to look forward to a negotiation," Holguin told reporters after meeting Cypriot President Nikos Christodoulides.
Historical Context and Challenges
Cyprus has been divided since 1974, following Turkey's invasion of the north in response to a coup in Nicosia backed by Greece's then-military junta. The Turkish Republic of Northern Cyprus, declared in 1983, is recognized only by Ankara. Decades of UN-backed talks have failed to reunify the island, with the last major round of peace talks collapsing in Crans-Montana, Switzerland, in July 2017.
Hopes for Progress
Government spokesman Konstantinos Letymbiotis described Guterres's visit as "very important" and expressed hope that it would serve as the starting point for further negotiations. He highlighted the UN chief's continued commitment and recent developments in EU-Turkey relations as potential catalysts for progress. "If there is even the slightest glimmer of hope or window of opportunity, we will make use of it," said Letymbiotis.
Opposition and Future Steps
Turkey has historically opposed unification efforts, with President Recep Tayyip Erdogan advocating for the coexistence of two states on the island. On Tuesday, Guterres will meet Christodoulides and Erhurman separately before a joint dinner, followed by a trilateral meeting on Wednesday.
