Government Establishes Salary Guidelines for Ministers' Temporary Personal Staff

The government has determined the salary for personal staff of ministers, deputy ministers, and vice ministers hired on a temporary basis from outside the government service.

The Finance Division of the Ministry of Finance has issued a notification setting the salary for personal staff of ministers, deputy ministers, and vice ministers hired on a temporary basis from outside the government service. The basic salary for Assistant Private Secretaries appointed at the discretion of ministers and deputy ministers (of equivalent rank) and Private Secretaries appointed at the discretion of vice ministers (of equivalent rank) has been set at Tk 32,540, according to the 9th grade, 8th step of the National Pay Scale-2015.

This notification was issued on May 21 by the Rules Subdivision-1 of the Rules Branch of the Finance Division, following a letter from the Ministry of Public Administration dated March 31, 2026. The notification states that although the basic salary of Tk 32,540 has been set for Assistant Private Secretaries and Private Secretaries hired from outside the government service, certain special conditions will apply. One of these conditions is that no annual salary increment or increment will apply to the fixed basic salary. Thus, their basic salary will remain unchanged during the term of their employment. However, they will be entitled to other allowances and benefits as per the rules.

The notification also clarifies that individuals appointed to these positions will not receive any pension, gratuity, or provident fund benefits. The Finance Division states that since they are not permanent government employees and are hired on a temporary basis from outside, these post-retirement financial benefits will not apply to them. The notification further states that this salary structure will only apply to those hired from outside the government service. In other words, if any government officer or employee is assigned to these positions through deputation, attachment, or any other administrative arrangement, this salary structure will not apply to them.

Concerned officials believe that there was a long-standing need for a clear policy on the salary and financial benefits of personal staff working in the offices of ministers, deputy ministers, and vice ministers. With this new directive, the salary and allowance-related issues of Assistant Private Secretaries and Private Secretaries hired from outside have become clear, and financial management and administrative activities in such appointments will be easier in the future. The decision issued by the Finance Division is considered an important step in determining the financial position of individuals working in important supporting positions in the government administration.
