Canada is aiming to conclude a trade deal with Mercosur by the end of 2026 as part of its strategy to diversify trade away from the United States. Foreign Minister Anita Anand announced this goal during her visit to Brazil, emphasizing the urgency to intensify negotiations.

Renewed Trade Talks

After a prolonged pause, trade discussions between Canada and Mercosur resumed in 2025, prompted by escalating tariffs from the United States. Canada views the Mercosur deal as a critical step in its broader strategy to expand non-US trade agreements over the coming decades.

Challenges and Concerns

Despite progress, there are still significant details to be ironed out. Canadian farmers have expressed concerns about the potential impact of the deal on domestic agriculture, fearing competition from cheaper goods from Mercosur countries, particularly Brazil. Similar concerns stalled the EU-Mercosur deal for years.

Brazil, representing Mercosur which includes Argentina, Paraguay, Uruguay, and Bolivia, is leading the negotiations. Six rounds of talks have been held, with both sides acknowledging that the discussions are progressing well but require further work to reach a final agreement.
