The Cabinet has given final approval to the Bogura Development Authority Act, 2026, designed to promote sustainable urban development.

The Cabinet, chaired by Prime Minister Tarique Rahman, has granted in-principle and final approval to the draft of the ‘Bogura Development Authority Act, 2026’. This legislative move aims to facilitate planned, sustainable, and disaster-resilient urban development in Bogura and its surrounding areas. The draft law was presented by the Ministry of Housing and Public Works.

The proposed law seeks to establish a modern, planned city in Bogura by preserving the region's geo-natural environment and ecological balance. It aims to prevent unplanned urbanization, ensure disaster-resilient urban management, and promote the information technology and tourism industries. The ultimate goal is to enhance the quality of civic life.

Under this draft, a statutory body named the ‘Bogura Development Authority’ will be formed. This body will include a chairman, full-time members, and representatives from various government agencies. Its role will be to oversee planned urban development in Bogura City Corporation and adjacent areas.

The authority will develop a phased planning framework, including a master plan, development projects, and local area plans. These plans will be created through statutory procedures, involving public hearings and prior publication. No construction or development project will proceed without clearance from the authority.

The draft law incorporates strict environmental provisions to protect rivers, canals, water bodies, playgrounds, and open spaces. It introduces modern land management mechanisms such as Land Readjustment and Land Redevelopment, requiring the consent of at least 60 percent of landowners to facilitate planned urban expansion.

Offences such as unauthorized construction and illegal filling of water bodies will result in imprisonment and fines. The law also provides for the establishment of the authority's own fund, imposing development fees, borrowing funds, and conducting audits. The Cabinet’s approval is subject to vetting by the Legislative and Parliamentary Affairs Division.
