Posts, Telecommunications and Information Technology Minister Faqir Mahbub Anam has proposed a visionary three-point plan to promote multilateral cyber governance, ensure equitable access to technology and knowledge, and bridge the global digital divide. He presented the proposal at the opening ceremony of the World Internet Conference 2026 in China.

The conference, themed 'Pooling Intelligence on the Silk Road, Embarking on a Digital Future: Jointly Building a Community with a Shared Future in Cyberspace,' was held at the Xi'an International Convention Center. In his keynote address as a special guest, Minister Anam outlined the key pillars of his proposal.

First, he emphasized the need for 'Capacity Building and Knowledge Transfer,' suggesting investments in digital infrastructure and developing Bangladesh's young talent through collaborative platforms for nurturing cybersecurity professionals, digital experts, and future innovators.

Secondly, he called for 'Affordable Connectivity,' promoting affordable technology transfer and strengthening cooperation with global technology leaders to bridge the digital divide. Lastly, he advocated for 'Digital Public Goods,' recognizing digital development as a global public good by making intellectual property (IP) frameworks and data architectures more open and accessible for the international community.

Addressing emerging cyber challenges, Minister Anam stressed that cyber governance must be multipolar, transparent, and firmly grounded in international law to effectively combat cybercrime, disinformation, and data colonialism. He recalled the ancient Silk Road, built on trust and mutual confidence, and stated, 'Our digital superhighways must be built on the same foundation of trust. Bangladesh stands ready to be a reliable partner in this journey, driven by connectivity, youthful energy, and innovation.'
