Dhaka Implements Lottery System to Ensure Transparency in UP Secretary Postings

Dhaka district administration has rolled out a lottery system for Union Parishad (UP) secretary postings to promote transparency and fairness.

The Dhaka district administration has introduced a lottery-based posting system for Union Parishad (UP) secretaries to ensure transparency, impartiality, and accountability in the transfer process. The lottery was conducted on July 22 at the Deputy Commissioner's Office, initiated by Dhaka Deputy Commissioner Farida Khanom.

There are 62 sanctioned posts for UP secretaries across 61 UPs under five upazilas in Dhaka district. Currently, 57 secretaries are in service, with five posts vacant. Of the serving secretaries, 52 participated in the transfer process.

Forty-five secretaries participated in the lottery for postings within their respective upazilas, while seven others, with valid applications, sought postings in different upazilas and also took part in the lottery. Four secretaries were excluded from the transfer process due to allegations, and one was excluded for administrative reasons.

Deputy Commissioner Farida Khanom emphasized that the new system ensures equal opportunities and strengthens public confidence in governance. The initiative aims to eliminate personal influence and recommendations in the transfer process, promoting good governance and transparency in public service.
