# State Minister Announces New Policy to Improve Primary Education Quality in Bangladesh

The government is preparing a new policy to improve the quality of primary education and strengthen administrative efficiency. State Minister for Primary and Mass Education Bobby Hajjaj announced that the first draft of the policy is expected to be completed by August 17. As part of this initiative, a series of workshops involving administrative officials is being organized across the country's eight divisions, with the programme officially launching in Sylhet division.

## Focus on Outcomes-Based Education

Hajjaj emphasized that the government's objective is not to replicate the education systems of developed countries, but rather to establish an outcomes-based education system tailored to Bangladesh's realities. The new curriculum will place greater emphasis on religious, family, and civic values, alongside ensuring 100 percent foundational learning at the primary level.

## Measures for Teacher Improvement and Mid-Day Meal Programme

The state minister mentioned that curriculum development is progressing with support from renowned national experts and international organizations. While he did not comment on the salary structure of teachers before the policy is finalized, the government will take effective measures to improve teacher’s professional skills and overall quality of life. Regarding the Mid-Day Meal Programme, Hajjaj said it is currently in the pilot phase. If successful, the programme will be expanded nationwide from the beginning of 2027.

With the introduction of the new curriculum in 2028, private primary schools will also be brought under the new policy framework. Their curriculum, teachers’ quality, infrastructure, and academic calendar will be monitored regularly.
