The government today placed the Bogura University Bill, 2026 in Parliament with the aim of establishing a full-fledged public university in Bogura. The bill, introduced by Education Minister Dr A N M Ehsanul Hoque Milon, seeks to replace the earlier Bogura Science and Technology University Act, 2001, which was never implemented.

## Background and Objectives

The Bogura Science and Technology University Act, 2001, although published in the official gazette on July 15, 2001, was never brought into force. The new bill aims to establish Bogura University as a comprehensive institution offering undergraduate and postgraduate education across a broad range of disciplines including science, life sciences, engineering, technology, arts, social sciences, business administration, law, agriculture, medical sciences and other emerging fields.

## Significance and Expected Impact

The proposed university is expected to expand access to quality higher education for students from Bogura and the greater northern region. It aims to strengthen research, innovation and technical skills development, contributing to producing skilled human resources, promoting agricultural development, creating employment opportunities and supporting economic growth.

## Legislative Process

The bill has been sent to the respective parliamentary standing committee for further scrutiny, with a directive to submit its report within three working days. According to the statement of objectives, nearly 95 per cent of the provisions of the existing 2001 law require amendment, leading the government to opt for enacting a new law instead of amending the previous legislation.

The draft law has been prepared in line with the Prime Minister's commitment to establish a comprehensive university in Bogura to meet the growing demand for higher education and research in the region. The statement accompanying the bill noted that establishing a comprehensive public university in Bogura is both necessary and justified to expand higher education opportunities and help achieve the country's long-term development goals within the stipulated timeframe.
