In a bid to ensure transparency and impartiality in research funding, the Bangladesh University Grants Commission (UGC) has implemented significant reforms to the evaluation process for research project proposals. This move aims to address concerns raised during the first phase of the Higher Education Acceleration and Transformation (HEAT) project. The new system employs special codes to evaluate proposals, keeping the identity of applicants and their institutions confidential.

## Reforms at Every Stage

The reforms cover all stages of proposal preparation, submission, and evaluation under the second phase of the HEAT project. A press release highlighted that these changes are designed to maintain transparency and impartiality, aiming to dispel any negative perceptions that may have arisen in the earlier phase.

## Anonymous Evaluation Process

Under the new system, research funding proposals are evaluated using special codes that conceal the identity of the applicant researcher and their affiliated institution. This ensures that the evaluation process is free from personal bias or institutional influence. The final reviewers are selected through a lottery from a panel of potential reviewers, further eliminating any possibility of identification.

## Addressing Previous Concerns

UGC Chairman Prof Dr. Mamun Ahmed revealed these changes at a workshop titled 'Introduction to Sub-Project Evaluation' held at the Bangladesh Academy of Sciences. He acknowledged that some negative perceptions had developed during the first phase of the HEAT project but emphasized that the reforms were necessary to ensure the integrity of the evaluation process.

Prof Dr. Ahmed explained that a high-level committee had formed an initial reviewer panel from three reliable sources. The committee then determined the final panel by verifying the reviewers' publications, research experience, and capabilities. Two reviewers are chosen through a lottery for each proposal to maintain impartiality.

## Ongoing Monitoring and Accountability

The UGC Chairman also mentioned that the 180 research projects funded last year are being regularly monitored. If any irregularities or failures to meet targets are detected, funding will be halted, and legal action will be taken.

This systematic approach ensures that the research funding process remains transparent, impartial, and accountable, fostering trust among researchers and the academic community.
